2009 Department of Defense Service Strategic Plan for Service Disabled Veteran Owned Businesses
By Marc Pollard | June 16, 2009
The standing goal of the Dept of Defense to allocate 3% of its total budget to Service Disabled Veteran Owned Businesses in 2009 is being aggressively targeted. This is a nobal goal, but past reports show that .02% to .04% of DoD contracts are being let to SDVOB’s. There is a renewed urgency to meet the 3% goal in 2009 through more education and training among federal contracting officers. Presidential Executive Order 13360 calls for a significant increase in federal contracting and subcontracting opportunities for service-disabled veteran-owned businesses. The central feature of the Executive Order calls for all Federal agencies to develop a strategic plan to significantly increase its contracting and subcontracting with small businesses owned and controlled by service-disabled veterans. The Department of Defense has put a bold and aggressive plan in place in response to Presidential Executive Order 13360. Over $500 million in DoD contracting was awarded to SDVOB.To view the 3rd year version of the DoD Service-Disabled Veteran-Owned Small Business Strategic Plan, click here.To learn how to do business with Advantive Federal, please contact Marc Pollard at 206.661.2810 or marc.pollard@advantivecorp.com.

Advantive Corp Launches Advantive Federal (SDVO)
By Marc Pollard | November 28, 2007
(Washington DC) Advantive has launched affiliate company Advantive Federal, a Service Disabled Veteran Owned business (SDVO). The Managing Partner of Advantive Federal is Air National Guard veteran Don Phillips with 51% ownership. Advantive Corp owns the other 49% of Advantive Federal. Don and Advantive Founding Partners Marc Pollard and Stanley Florek will be the managing partners of Advantive Federal.
Since Advantive Federal is a SDVO, federal contracts awarded to it can be procurred as set-asides and do not require a government contracting schedule. The U.S. Small Business Administration Office of Veterans Business Development as implemented Section 308 of the Veterans Benefits Act of 2003 (Public Law 108-183) establishes a procurement program for small business concerns owned and controlled by Service-Disabled Veterans.
A Contracting Officer (CO) may set aside acquisitions for Service-Disabled Veteran-Owned (SDVO) businesses. A CO may award a sole source contract to an SDVO SBC if the CO determines that none of the SDVO SBC set-aside exemptions or provisions apply and the anticipated award price of the contract, including options, will not exceed:
1. $5.0M for manufacturing requirements.
2. $3.0M for all other requirements.
3. The SDVOB is a responsible contractor able to perform the contract.
4. Award can be made at a fair and reasonable price.
